Com promessa de nova licitação, governo do Amazonas pagou R$ 174,5 milhões a Umanizzare
O governador Wilson Lima (PSC) prometeu fazer licitação para a administração dos presídios de Manaus. Umanizzare administrou o Complexo Penitenciário Anísio Jobim, onde aconteceu um massacre de 56 presos, em 2017.
Exatos R$ 174.588.598,87 foi quanto o governo do Amazonas pagou, em 2019, à Umanizzare Gestão Prisional Privada Ltda., para administrar presídios no Estado, de acordo com o Portal da Transparência do Estado. No ano passado, o governador Wilson Lima (PSC) prometeu fazer licitação para a administração dos presídios de Manaus, hoje sob o quase monopólio da empresa, que ficou famosa por administrar o Complexo Penitenciário Anísio Jobim, onde aconteceu um massacre de 56 presos, em 2017.
Em abril do ano passado, após reunião com o recém-criado Gabinete de Crise do Sistema Prisional, Wilson Lima anunciou que o contrato com Umanizzare encerrava naquele mês e que o governo iria realizar nova licitação para cogestão de unidades prisionais do Amazonas. “O contrato com a Umanizzare já está se encerrando e já estamos começando o processo de cotação de preço para contratação de outra empresa para administrar o Compaj. Desde o início do ano, estamos trabalhando na formatação de uma licitação para que empresas sejam contratadas para a administração do sistema prisional. Isso leva um tempo e há um processo de transição”, afirmou o governador.
Depois disso, com dispensa de licitação, o governo contratou a empresa Reviver Administração Prisional Privada Ltda., para administrar o Compaj, por R$ 3,4 milhões (R$ 3.431.606, 28), preço mais caro do que o do contrato anterior, com a própria Umanizzare. O contrato com a Reviver é de R$ 32 milhões por seis meses (o que daria R$ 64 milhões por ano), e o da Umanizzare, que termino no final de maio, era de R$ 60,5 milhões por ano. O governo conseguiu tirar a Umanizzare mas não reduziu o preço pago por preço, no Estado, considerado o mais alto do Brasil.
